Charger for overdrained LIon cells?

Are there chargers that can tell if cells have been over-drained, and either save them or at least not try to charge them, possibly causing an explosion?

Will my Ultrafire WF-139 do that?

Hello Vermonter,

Most Li-Ion charging circuits do incorporate a low voltage minimum. I believe it is set at 2 volts, which, in my opinion, is too low.
