Claims to be a Constant Current regulator but I can't see any inductors, just capacitors.

Also which is best for this kind of regulator AC or DC? Which is more efficient? (DC?)

I've also hear that you can replace the sense resistor to alter the 'reference' voltage;

So if I replaced the reference resistor with a Potentiometer of the right values, could the current
be altered on the fly?

Your link didn't work, but assuming that you meant the K8071 "1W/3W HIGH-POWER LED DRIVER", they do include a link to the assembly documents, and those include the schematic...
 
Isn't the black thing in the middle (is that heatshrink I see?) an inductor? Hmm... Page 10 (diagram 17) of the assembly instructions says yes. 330µH (although the micro symbol doesn't show).
