I want a L2 Lumamax style light with a crazy bright high beam and a really low low beam. Is there such a thing out there or is there anybody who can make something like this? Doesn't have to be a L2 either I just want that push for low push harder for high UI.

You would probably have to change the tailcap resistor to get a "low low" but my L1 modded to neutral XM-L running on an RCR is crazy bright. It's draws 1.4A at the tail on a fresh AW cell, that current on an XM-L should be in the 400 lumen ballpark. I adjusted the TIR optics to a nice useful spot with room filling spill. The low (just a guess) seems to be around 50 lumens.
