Dead L-ion batteries or not?

I have a Li-ion battery pack from a notebook computer that no longer accepts any charge. It has been sitting in the quiet corner for maybe a year until I got a sample of this Li-ion Battery Charger IC. So I ripped the case open and found nine CGR18650 cells inside in a 3x3 array. When I separated the cells, I found them appear completely open-circuited to the multimeter (both digital and the old mechanical one). Are they completely dead? Any way to revive them?

If by open circuited you mean zero volts, they are just paperweights. Also true if they read less than 2 volts.
 
they are goners.
but if you have the notebook you can get new cells and rebuild it.usually just 1 cell dies.it also kills the others in paralell with it.
the other bundles are usually ok
i put all new cells of same brand and lot in the packs and save the good ones i remove for projects.
