Duracell mini charger, is it smart?

There's a duracell charger available locally. It says on the back that the led will change colour when charge is finished. I assumed this had a timer till I read that 'larger capacity cells will take longer'. Could this be a cheap smart charger?
 
Larger cells always take longer. Fixed charge current plus variable capacity equals variable charge time.

What is the typical charge time? Six hours or under means smart, ten hours or more means dumb, in between it's hard to say.
