Eneloop charger overcharging cells?

Yesterday, i charged a batch of 4 eneloops from around 35% charge. (Rough estimate) So today, i decide i want to see what voltage on is, roughly 24 hours later. I pull out my DMM, and check one of the cells. It reads 1.718 volts. I decide to see about the rest of them, and they are all pretty much the same, at over 1.7 volts. A few more cells that have been off of the charger for about 4 days read around 1.55. Is this normal for all chargers, or did i just get a lemon? I have a pair charging right now, so i will see what they are hot off the charger.

Can you check your DMM to see if the battery is any good? My fathers DMM reads voltages too high when the 9V battery is almost depleted.
 
The MQN06 is one of the lesser Eneloop chargers since it needs to charge cells in pairs.

Take a look at this post regarding it. It does mention overcharging.
