those are AC ballasts...dont you need DC ballasts anyway?

you would also need a 600 to 800 watt power inverter to power the ballasts from 12 volts

those are for HID recessed lights, used mostly in retail store lighting, they are pretty heavy and get very hot!
forget about using it in a flashlight...
