It's probably just another brand name for IPL or Intense Pulsed Light. I've had two treatments for brown spots caused by sun damage (I play a lot of tennis, use sunscreen but I still get the spots). It works really well, the spots turn darker and then just fall off.

There was a tv article on this technique Tues nite, it was not a laser but what appeared to be a xenon tube in a handle that looked similar to a barcode scanner. They pulsed it directed at the camera lens and it just over loaded the camera program for a moment,a laser would have wiped out the CCD in the camera, they commented that it shouldn't be used on dark skinned persons because it would burn the skin, but freckles are darker pigmented cells so I got somewhat confused at that point.
