Glow in Gary powder and e6000 epoxy.

Looking to make some decent glow in the dark pebbles as markers.
And saw a project using e6000 for glitter dots. The e6000 is a clear epoxy like glue used for crafting. And they used it for dots, with sparklingly stuff on bottom and the dots look cool.

I wanted to do the same thing but with glow powder but I don't know If the epoxy is uv blocking, so the glow powder will not charge unless you turn the dots over, which I don't want to have to do all the time.

The advantages you're making a glow pebble, that is smooth and shiny on the outside, but glows because the e6000 protects the glow powder and it is smooth to the touch. Just a blob of clear glue but on the bottom is the glow powder.

Is the e6000 uv blocking?
Does it stay clear over a reasonable lifetime?
Also Any one also know what e6000 does not stick to?
