I'm looking for a flashlight with the all of the above non-negotiable criteria. Can anybody make any suggestions? Thanks.
 
Good question; like a few feet. It doesn't have to be a dive light, it just cannot leak when completely surrounded by water.

If that's the case, then most any light from Fenix or Nitecore will be IP rated, and probably most of the other more popular brands will be similarly rated. My PD36 TAC is IP68, which is "water resistant in fresh water to a maximum depth of 1.5 metres for up to 30 minutes". My Nitecore EC11 is IPX8.

Maratac makes two similar lights that might interest you. One is a 1xD-cell light, the second is a 1xC-cell light. These can also run on AA & AAA battery packs, and the C-cell version can also accept an 18500 cell (with a little bit of cardboard or similar non- conductive material as a spacer to both center the 18500 cell and eliminate battery rattle).
 
Pelican, Princeton Tec & Underwater Kinetics are all great choices.

 
Another vote for Princeton Tec and also Streamlight....and readily honors their warranty. Pelican...they lost me as a customer when my mini light LED went out and all they offered me was a discount for a new light :rolleyes:
