Did you think about making a driver with discrete levels that can be cycled with the power switch?
Something like the Quark Mini Series where switching the power off an on quickly cycles between levels - this would eliminate the need for the potentiometer.

I thought I'd share my bonehead move so that others don't make the same mistake. I made my heatsink out of aluminum rod on a lathe. I used arctic alumina to pot the driver to the bare aluminum. The thought crossed my mind that I might create a short, but I thought I had read that it was not an issue in potting to the heatsink in this thread. Looking back, the discussion involved an anodized heatsink, not bare aluminum. I created a short with the aluminum in contact with the capacitors.

I feel like an idiot--how can bare aluminum NOT create a short circuit?

The good news is that I'm confident I can mill out those 2 high rise capacitors that are in contact with the aluminum because they are on the outer edge of the driver, replace them, and salvage this awesome driver.
