Maybe this is thought about before but, here goes..
I think the phosphor is spreading the flourocent light both upwards and downwards. The downward light hits the blue chip and some is reflected up again.
Maybe it could be more effective if a one way glass (or mirror glass) were fit between the blue chip and the phospore so that more of the downfiring light from the phopor is reflected up again?
