I read that the new Seoul Z-Power led works between 2,9 and 3,8 v.
Why in flashlights like MTE it works with 2 LIR123 cells and it doesn't burn ?

That's because there is either a resistor in series with the LED, dopping the voltage to the LED, or there is a DC-DC converter in between.
But yes, without any of them, the LED will burn, just like you said.
