The bezel is the (usually) stainless steel part at the front of the light...it is there to protect the glass window, and since it is much harder than aluminum, it makes drops less likely to result in deformation of the light. Polished bezel is just what it sounds like. Dark heat treated bezel is where Vinh uses a blowtorch to darken and give a sheen to the bezel instead (if you search his threads, you can find several examples of what it looks like). Both are cosmetic, and will not influence the function of your light.

Thermal pads help protect the driver from overheating. Drivers are often more sensitive to temperature than the LED itself, and since all the power has to go through it, it gets pretty darn warm too. Often the driver is not heatsinked as well as the LED, either, compounding the problem. Thermal pads increase the transfer of heat away from the driver, hopefully making it more reliable/less prone to burning out.
