edit: looking at the datasheet, it appears that the recommended current is 25mA. Seems very unlikely that this would be visible in daylight.

I think it's not going to have so much to do with the brightness, but how it is set up. If each LED has a small "shroud", I think it will make it more visible since it will cut out ambient light and make the actual LED more visible.
 
having the leds set against a black background does make a difference, at least for the traffic lights that I see. I can't imagine they would show up so well if it weren't for the high contrast of the black face of the traffic light fixture.

I've got some 5mm red leds that I use in a bicycle taillight. They were pretty leading edge stuff when I bought them 6 or 7 years ago. Don't recall the mcd rating, but I want to say they were at least a few thousand mcd. They are visible in the daylight, but not bright. I'd suggest either buying a few different leds and try them out, or do some searches for daylight visible leds and see what pops up.

There's also the issue of viewing angle; i.e. how far off of the main axis do you want this to be visible? The wider the viewing angle, the more power you'll need. ...or conversely, for a given power, the wider the viewing angle, the lower the intensity (as measured in mcd).
