I would say, the politically correct term would be "fixed up car."
Being Asian myself, I know a lot of Asians that use the "rice rocket" term. It means a fixed up Japanese car. Some might get offended at the term, others may not...
That said, I have a souped up / fixed up car myself! Just that it's a "sleeper" and no one will know, but I've beaten many Porsches! hahaha....
Seriously, though...I don't drag race, etc. and my car doesn't look "fixed up." I don't approve of that kind of stuff (fast racing, etc.)... I just do the occasional fast start from the Bay Bridge toll booth. That's all...I was never really into the "Fast and Furious" thing...never saw the movie (how was it?)
And darell, if you're reading this, don't worry. My car gets a respectable 30+mpg on the freeway and overall I average ~25mpg. Nothing like your EV, but not bad for a 7+ year old car based on the Civic platform... Yes, it's smog legal, too...so no illegal tuning going on here.

BTW, magazines such as SportCompactCar, Honda Tuning (?), etc. have used the term "rice rocket," etc. Car and Driver has used the term "pocket rocket" to describe small, fast cars.
It all depends on how you use it...and your intent...like I said, some might get offended, others will have no idea that it could be an offending term.
