These folks have come out with an electroluminescent paint:

Appears to be spray paint only, and you may have to send things to Ohio to have them painted.

They finally wrote back.

They are only working with big companies for now. It will be years until they will have contractors who can take on small jobs (like for us).

The lady who wrote back told me to check in "every few years" to see how things were doing.

Oh, well.
