Matching primary CR123A cells - by internal resistance or voltage?

Hi

I just bought a bunch of primary CR123A cells from Fenix-Store, Panasonic brand, expires 2017. I have measured the open voltage of each cells as well as the load voltage through a known resistance with a calibrated Fluke 189 multimeter.

I now have a table with two columns: open terminal voltage and internal resistance (calculated from the load measurement).

My question: should CR123A cells be paired together using open voltage or internal resistance? Both make sense to me, but since the methods not always (very often though!) agree, I would like to hear from the battery experts out there.

I would suggest matching with voltage under load.

How much variation did you find?
