A goat almost always blinks when hit on the head with a ball peen hammer

This is so true..when fixing a fence one of my friend's goats kept trying to eat my shirt. So I slapped it on the rear and told it to go away. No reaction.
Harder slap, it doesn't even blink.
Light tap on the forehead with ratchet, no blink, no flinch.
Medium tap with ratchet, no flinch/blink; still eating the shirt.
*WHACK* blinks, still eats the shirt.
It finally left me alone when my friend started growling at it:shrug:
 
What are those made of?

I assume that anything we put in there has to be

1. non-conductive, so it doesn't cause a short-circuit.

2. unaffected by heat.
