My ultrafire WF-188 chargers led lights blink green when charging. Normal?

Just very briefly will blink green when charging i.e. when they're red.
Is this normal or a problem?
Sometimes every second sometimes every few seconds.
Tested batteries after charge with my fairly cheap meter reads 4.15
Less than a week old and it did this from the beginning.
Bought from dealextreme
I actually have another on the way bought because I wanted one to sell and not for this reason I hope I don't get one from the same batch.
Any help would be appreciated.

Mine does the very same thing. Its nothing to worry about.
The wf-188 will almost always terminate early of a full charge with li-ion cells.
Old4570 done some testing on this charger here. I like the charger as its the only charger that i know of that will fit 32650 li-ion's. But it does end the charge a little early.

I got this charger for the large cells too.
Wish there were more options this charger just feels cheap.
One day I'll get a quality hobby charger.
