My WF-139 charger keeps blinking forever

Just got a WF-139 charger (the black one) from DX. I modded it so it can charge CR123 in the horizontal slots.

The problem is that the light turns red, but blink to green once every 2 seconds. I've been waiting for 10 minutes and still blinking. Im not sure if it is really charging or not.

I measured the voltage in both charge bays and it was 4.03 and 4.12.

The same batteries in the white charger does charge correctly. Any clue?

I'm not sure 10 minutes equates to 'forever', but 123's take longer than 10 minutes to charge in my WF-139 (I'm using the spacers though).

Not forever, but I've read in this forum that when the red blinks to green every 2 seconds is because the charger is "detecting" the charge of the cell.

Or the WF139 blinks when it's charging?? unlike the static red of the TR001 white charger.
 
Yes, the WF-139 will blink while charging. Then go solid green.

Oh my mistake...

Another question: the same cells gets a little bit warmer (not hot) in the WF139 than in the white charger. Is this normal?
 
Maybe it's another (manufacturer rated) product... Measured many times with different batteries and only 0.2A variation. The black one says "rapid charger"...

Or probably my white one is a defective unit. Charges at 4.10V max, even if the light is green. When i put the same cell to the wf139 it still charges for about 10 minutes at 4.23V
