I need a recommendation on a 3.7V (1 cell) 12V DC input charger. I will be ripping it apart and using the bare circuit board, so the smaller the better. Anyone know where to get something like this in small quantities? (or possibly how to make one....)

Check out the ultrafire WF-139 - there is an optional 12V car adaptor. Don't know if it relies on 12V actually being 13+V, but I doubt it. It's got independent channels - don't know if that helps or hurts you.
