New 17670 Won't Go Above ~4.05v - Bad Cell?

I'm wondering if a new 17670 Ultrafire cell that won't charge above 4.02-4.05v is possibly bad? I bought it with five others, and they all charge normally in the same charger (quit between 4.15 and 4.20v).
