Shelf leakage happens occasionally with alkaline cells. When it does, it is usually caused by contamination that accelerates corrosion of the zinc negative electrode. This corrosion generates hydrogen gas, which results in an increase in pressure and ultimate venting and leakage of the cell (standard alkaline cells do not have resetting vents like NiCd or NiMH).

Needless to say, you probably don't want to use any of these cells, even the ones that are not, at present, exhibiting leakage. Since they are still within the expiration date, you would most likely get free batteries from both Rayovac and Energizer if you wanted to bother sending them back.

I suggest you do complain to both manufacturers. The leaking batteries are likely the result of poor quality control in the manufacturing process, and the manufacturers probably feel the cost of consumer complaints from shipping bad batteries is less than the cost of improving their quality control procedures. Only by complaining do you stand a chance of tipping the balance in favor of shipping non-leaky batteries.
 
Same here, not surprised at all. Was helping a buddy clean his garage and happened upon a bag of leaky unused alkaline batteries.
