new wolf eyes lrb-150b/17500 voltage difference

well i had ordered some new 17500 cells when i bought some other stuff at pacific tactical solutions. the voltages seam to have a .02 -.04 difference when i charge them up or use them for a bit. Im thinking one of the cells is slightly degraded? or could the pcb be acting up? they are both charged in a pila ibc charger too. i hope its safe to use those two cells together.
