Osram Nightbreaker Unlimited vs Osram Cool Blue Intense

Im considering purchasing either a Night Breaker Unlimited or Cool Blue Intense. The bulb type I'm looking for is HB3. Im confused how these two bulbs have different light output when the lumens is the same. That is Night Breaker emits 110% more light but Cool blue intense emits 20% while both have a lumens rating of 1700lm for HB3
