try this first:

I think if that doesn't work soak in ammonia (outdoors). But I think that can mess up the anodize. I've used windex (diluted ammonia) on the more common battery terminals in remotes and stuff and it does seem to loosen the alkaline powder goo.

I had a Fenix with alkaline damage and tried leaving it in plain water - the residual alkaline was enough to strip much of the external anodize of the tube. IIRC, I still had to drill out the battery and polish the interior with sandpaper on a dowel with a rag. It works fine, but the loss of anodize is a reminder to me.

I think I'd try a little dilute vinegar, then rinse well and dry, and drill out most of the battery. Then use hand tools to get the rest of the cell out, and finish with the bore honing.
