PWM vs Current Controlled

From my observations, I've noticed that some manufacturers use PWM and some constant current. And also from what I've seen, CC is a lot better than PWM due to being more efficient and less noisy at times. But what I don't understand is why don't all lights get constant current? Is it because it's more expensive/difficult to "fine tune" to the light or what?

CC lights will change tint in the lo modes. Pwm lights wont.

I'm not sure how much any minor tint change matters.
I had a light I made which originally ran straight CC at all levels but was later changed to PWM the lowest levels due to that giving a more stable result with the circuitry used, and I never noticed any difference before/after the change.

The light was typically used in flood mode most of the time, and lighting was of low enough intensity to be getting sufficiently close to the limits of colour vision that subjective 'colour correctness' would be a fairly meaningless thing to claim, even in situations where it realistically could be claimed in an objective sense.
