Even when one LED is rated at 10cd and the other at 7cd, it does not say too much. These values are for the nominal current (usually 20mA). And the Arc AAA runs the LED at a higher current than the Infinity. This will also shift the colour a little bit.

If you have two lights with the same luminous intensity (you call it 'candela rating'), they are equally bright. Even if they have a different colour. Actually that's the trick. Radiant intensity will be different, but brightness is not.
