Question about Redilast 18650 fully chared voltage

Hi everyone. Ive just received my Thrunite Catapult V2 which I love. I am using Redilast protected 18650s which state 3.6v on the actual battery. The charger I am using is an UltraFire WF139. I tested my batteries with a multimeter and both read about 3.6v. But another poster told me that they are not fully charged and should read between 4.1 and 4.2v. Is this correct?

When I plug in my UltraFire charger, the led is red and turning it on and off a few times doesn't change it to green-indicating that the battery needs more charging. But I am wary of continuously charging as this is the first time I've used a lithium ion charger. Even though the Redilasts are supposed to be protected.

So can you please tell me what the voltage should be on my Redilast 18650's when fully charged? Is it safe for me to charge for a few more hours to see if the led on my charger turns green?
