Radio Shack v. PT bulbs in a Tec 40

I thought Xenon was brighter...hmmm...big differance in the amp draw...I wonder if the holgen might be mated focale point wise better than the xenon (the wire in the holegen bulb closer or farther from the refector than the xenon giving a more focused beam and seeming brighter)?

I just bought a Tec 40 and it's a pretty good light for $17. I also bought, based on member recommendations, a Radio Shack XPR-113 but I'm not sure there's an output difference.

According to the package the PT bulb is halogen at .50 mA and the RS is xenon at .80 mA.

Yes, I know that halogen is brighter than xenon and perhaps that explains things or does it? Anyone put these things on a meter? Runtime?
