RCR123 odd problem

I have a 3 sets of 2 AW RCR123's and I'm having a problem with one of the sets. They are charged but some times when I click the light on it will not come on or if it does come on and I give the light a good shake it turns off. I have tried this in multiple lights and same results. The cells around about a year old have been charged less than 50 times. Are the cells bad? Thanks for any help.

Assuming these are fixed/labeled sets, a problem with either cell would appear to be a problem both of them. Making note of which cells are which, start by testing each of the suspect cells alone or in combination with one known good cell. This will tell you which cell(s) specifically have an issue.
