Can incans be regulated like leds for runtime?

yup,
incans are even better, because PMW, f.e., will not get noticed, while other means of light might bring noticeable strobe effect.
regulation will also provide some very good protection from
(initial "cold strike" current, killing the bulb),
which will extremely lengthen lifetime of bulb.
... + keeps output stable
BUT
the effect is relatively useless in kind of increasing runtime because the light of dimmed bulb decreases brutally more, than the savings in current do (as You compared that with another means of producing light, which is almost not affected when reducing power - regarding output color)
