They're even tying clothes to the display racks. Some stores have employed security personnel but all they can do is try to take the goods away from the thieves.
With shoplifting becoming more difficult, the criminals NYC plays catch and release with (when they bother to catch them) are turning to home invasion robberies and robbing small neighborhood stores. They're even robbing restaurants, barging in and taking patrons wallets, purses, jewelry, smartphones etc. There's also ride by muggings by criminals on motor scooters.
The city has contracted with owners of several luxury hotels than closed during the pandemic. The buildings are being used as one or two month stay shelters. After that time the people have to get out to make room for others. But since the jobs and opportunities NYC said existed don't actually exist (or don't for undocumented illegal immigrants) they turn to living in tents and often to crime.

Due to New York's anti-business bureaucracy with all its licensing fees, regulations, BS fines, super high rent, etc, he left and moved to Texas. The last straw was when he found out the city had been sending past due notices for something he'd paid years ago to a post office box in Maine. He's only been to Maine once in his life, for a brief visit. It turned out that similar notices for several businesses were being sent to that same P.O. Box. Even after he moved to Texas, NYC was trying to fine him for something.
