Topping off new Duraloops harmful?

I just bought the last 4 packs of duraloops at our local target. I don't use rechargeable batteries on a regular basis so I do not need to run them down and recharge them several times right now.

The whole purpose of my buying this batteries and eneloops is to have batteries that I can just put into my emergency devices like radios and lanterns and leave them for a year before discharging them and then re breaking them in.

Is it a critical error to top them off before putting the brand new batteries into my devices and putting them away? I am aware that they will not be totally up to par in terms of capacity. Not really critical since this are emergency devices and I have means to recharge them once I need to. They will run a long time with less than 100% capacity.

For storage or very low drain use, you might be better off just plopping them in the devices directly as the manufacturer has put an optimal amount of charge for the purposes of storage. There have been related posts on this aspect that others can point you too.

On a related but separate issue. I've found that it is useful to precede the charging of new batteries with a an "initial discharge" of about 80mA-h. This amounts to a discharge of about 10 minutes at 500 mA.
