Using 2 18650 Batteries in series...Protection?

Ok, So I am a total hack and learning along the way...
Building a headlamp and I have used 4 CR123 batteries to make 12volts.
works great.
now I am thinking of using 2x 18650 batteries wired in series. my thinking is, my Fenix flashlight can use either 2 CR123 or ONE 18650. Probably a regulator in there to boost power?
I started reading about the protected circuit built into the batteries and to NOT build a battery pack with these...I guess I am trying to build a battery pack using two 18650...
so what do I need to add protection-wise?

But now I wonder: a) can I use the 18650's I have http://www.batteryjunction.com/ultrafire-18650.html
and wire an additional protected circuit. Or is that just defeating everything because these batteries are already wired for 3.7 protection? seems like it would.
and b) how the heck do I wire 2x 18650 in a series to the Protected Circuit?

Should I just stick with what works? the CR123? Even though the 18650 batteries are only rated at 3.7 volts...it seems (during brief testing) that two of them provides same power as 4 CR123 batteries.

Trying to learn more. (and yes, I have been searching, but maybe not using proper terms)
