WF-139 behavior differs from the norm?

I just got a wf-139 from DX and based on what I've read on the board so far, the behavior doesn't seem normal.

1. When you plug it in without cells, both lights are green. Hmm, shouldn't they be off?

2. Open circuit voltage is 4.245v from the charger terminals. I keep reading around 5v or 11v depending on version

3. When batteries are charging the light stays a solid red. I keep reading they are supposed to flash between red and green.

Please let me know if any of this sounds normal.
 
On mine, the open circuit voltage is 4.869. LED's are solid green if there's no battery in the slot. When charging it glows red for about a second, then briefly flashes green, then repeats until it's done charging and the green LED stays lit.

Probably have the 3rd revision which works like TR-001.
 
there are 2 versions..

one with an open circuit of what casey said (V1), and one with with higher..

hmm, wonder why yours is still low.

From reading around, it seems like this possible 3rd revision is a copy of the trustfire circuit. And is also supposed to be much slower than the earlier wf-139 because it tapers current as it reaches full charge making it finish up really slowly.

I just finished 2 14500 batteries which both came off the charger at 4.216v when the light turned green.
