Amondo is working on a discounted and pretty decent quality set of HID spotlights in this thread. One already released uses NiMH, and should be a nice light.
My question, in part based upon most commercial (U.S.) companies that use Li-Ion cell packs--use a Pack PCB for protections and balancing. LarryK posed a question in the above linked thread where if individual Li-Ion cells with their own PCB are used...that there should be no concern.
I linked that Curious_Character unresolved issue about Mac and him having failed PCB's when cells were exposed to cold storage. I am not sure if there is enough of a track record (and depending on who they get these protected Li-Ion cells from) for using Li-Ion cells in series in a pack with their own PCB's to give adequate customer protection (& resolve potential legal issues if damage occurs) for this setup. I don't know how many companies make reliable Li-Ion cells with all the protection PCB features that they would want.
