Depends on the technology.

Early (Generation I) technology used typical 5mm LEDs in an array.
Generation II technology uses Superflux LEDs... not many manufacturers ever used these.
Later (Gen III) technologies use 3-watt Luxeons with either TIR optics (a la Whelen TIR3/TIR6) or Linear optics, which use a specially fluted reflector and an optically-pure tube across the front of the diodes to enhance horizontal spread (for better intersection warning).

Individual lightheads run from $50 up to $250... LED lightbars run from $1K for a stripped, low-lighthead unit to near $10K for a 40+ lighthead Whelen Delta Independence bar with all the options (though no one ever really buys these).

Personally, I run Whelen TIR and Linear lightheads, total of 28 heads around the truck for 360 visibility, red/blue/amber. They kick the snot out of any halogen or strobe solution.
