The absolute brightest is going to be one of the Osram LED's, but they are far from the most efficient. The most efficient LED on the market is the Cree R2. The whitest bin is the WC.

That 50 watt emitter was introduced in May of 2006 but wasn't on the street until last year.
Edison Opto now has a 100 watt emitter that they said would be available in early 2008.
