Seriously, is the powder detrimental to the performance of the battey. The battery in question are 9000mAH Titanium D Cells and this by far is not the first time it has done it. The powder does not discharge on a consitant basis but nonetheless it does discharge. Should I worry about it?

if you're seeing it on charging, I believe it's caused by the battery offgassing hydrogen. It does indicate a small loss of cell performance, but not much. The white stuff is ??electrolyte?? being carried out by the gas.

I think.

I think the cell is bad. I've never seen this. NiMH ain't supposed to do this. I'd be concerned that the powder could corrode the flashlight, or whatever device it's in.
