The way we used to do it as kids is to take a dry cleaning bag, seal the top and make a cross out of soda straws to hold the bottom of the bag open. We would then glue birthday candles to the top side of the soda straw cross. After sunset one would hold the bag up while the other co-conspirator would light the candles. After a few minutes, the bag would be buoyant enough to float away. You would be surprised at how many people would phone it in!
