Infrared Strobe or Flashlight for markers?

I'm interested in purchasing some IR markers for night vision devices, mostly gen 1. Right now, I bought a 950nm strobe, but it doesn't show up too visibly on the goggles. I'd really like something that strobes, and probably doesn't exceed 900nm, since the 950 isn't the best for my nvd's. Does anybody have any advice? I'd really like them to be visible for a great distance in medium light conditions (some ambient light, like street lights, but not enough to make NVD's completley ineffective), fairly durable (able to be tossed a fair distance onto hard surfaces) and wearable. Cheaper and brighter is better, I'd prefer to keep my budget around 50 dollars for the device. Thanks in advance!
