An early prototype of an Easy Bake oven with a ginormous light that turned on to tell you the brownies were done. No?

on a more serious note .its some form of alarm i believe, so im guessing a radioactivity alarm and that contraption sets threshold detection levels and default, and the on /off of the light and sound alarm system. or maybe just a "incoming message alert" with sound and light as notification, hows that?
