Electrolytic conversion of water to hydrogen and oxygen. nothing new. As far as being safer than plain hydrogen, I don't think so except that it's produced in smaller amounts. Interesting as a way to get a gas torch from electricity and has some real advantages over acetylene which is pretty dangerous (Acetylene is explosive in almost any F/A mix, very unusual)

Use it to power your car? hardly. The efficiency losses in electrolysis and then burning the resulting mix are enormous.

It is just a mixture of hydrogen and oxygen gas from electrolysis. When burned, it produces steam/water. Not near as efficient at storing power as the average rechargeable battery. Can't store much (volume or pressure) because it will burn/detonate (it is a fuel-air mix). Early commercial units had problems with hydrogen embrittlement of steel fittings. Very little specific heat with gas--hydrogen and oxygen with certain substances can create "interesting" results--but nothing magical. Almost no real uses for gas/torch and cheaper to produce industrial gas using conventional techniques.

People associated with this are scamming folks for investment monies. Have gotten TV coverage for, what would be, a perpetual motion machine (claims about running cars on HHO gas).

Mythbusters had an episode not to long ago where they bought a kit off the internet which was supposed to take water and convert it to hydrogen to run the car. They were using an older car with a carburator in the experiment.

Obviously it didn't work. They then rolled out a cylinder of hydrogen to see if the car would run off of hydrogen. They had a hose spraying the gas down into the carb directly. The engine ran for a little while before it had a nice backfire and a few flames coming up out of the carb.
