it lights up the tubes but is very dim.. is the ballast going out? do i need to replace the whole freeking think or just the bulbs.
what it started doing is would take 5 or so seconds to "warm up" then come on full brightnesss now won't get out of "warm up" phase.

Are the ends of the tubes noticeably darkened? If so then I`d try changing them. With luck that`s all it is.

might also be the "starter" (do they still make fluorescent lights with these?) - it's the little (2"x1" ?) metal cylinder that twists and pops out of the fixture...try replacing that first, they're cheap. Dark rings at the ends mean the light's going...

Try WD40 or DeOxit on the Brass ends.

The little tube starters are rare on 4 footers. Common on 8 footers.

There are "ballasts" inside. They look like Black Bricks.

Change the tubes. Both of them.
