That's not it. With the FF3, on is on. Hunkering it down all the way will just dent the battery. You go through the modes by twisting on off on off etc...within .8 seconds between switches. If it's not going through the modes like that, It might be the battery. Once you see the chart for going through the modes in the different user interfaces it's pretty easy. I find it more intuitive than my HDS.
