It looks like a Petzl Zipka/Tikka headlamp (the old three-LED), outfitted to fit this dog collar. Interesting.

i have one, its a pup light. i got mine when it was on sale last year at the home shopping network, it was on fatwallet. it was actually pretty impressive, they used very bright leds for its time, it was certainly brighter than my cheesy energizer 6 led headlight thing. and yea its funny to let the dog run around the yard at night with his little light. they should make a new version with a cree;) but yea i guess it was basically a petzl :)

and btw on smaller dogs the pup light is reverse mounted, its hinge works more like a normal headlight without the hanging. its held on by a screw and nut you can remove or tighten.
