. . . .how do you get that amount? How do you use it? Is it placed back on the credit card you use with that account?

You can have it credited to the credit card -- free.
You can have them transfer it to your bank account -- free.
You can have them send you a check -- $1.50 charge.
Or you can use BillPay to directly pay some other bill -- free.

If you have a PayPal debit card you can also spend it via the debit card or pull it right out of an ATM -- free plus any ATM charges.

I don't have Paypal linked to a card, so I simply have it (the money) deposited into my bank account, or use it directly from my Paypal account to pay for stuff on a website that takes Paypal.

I use it all the time. But I have it set up to use my bank account. If someone sends me money it goes into my PayPal account, which can be used then to buy things online. Or I can ask them to send me a check. Or when the account accumulates some money, I can send it all (or some of it) directly to my bank account, no charge. If you need money in your PayPal account, just tell them to withdraw it from your bank account. Easy. I've never had problems.
