After waiting months for 2 1164's then having one crack in half after 1 hour's use I got pretty cranky and started looking, there had to be another 6v 20w 2000hr lamp somewhere and there is!
The P-7388 FHE from TopBulb at $7-99 is a 6v 20w 2000hr lamp with 450L and a higher colour temperature, when i enter the same values as the 1164 into the Hotrater here is what I come up with: (Regulated set up)

1164: 9.6v 1015 T-Lum 8.9hrs 3540CCT
7388: 9.6v 1515 T-Lum 7.1hrs 3714CCT

So ther you have it, 50% brighter than the 1164, whiter and readily available to drop straight into your regulated 1164 set up.
I have mine set up to 9.45v which gives me 8.6hrs and 1434 T-Lum

A new era in 9 cell flashlights has begun!!!!!!!!!!!!!!!!

How many amps is this bulb rated at?

I don't know if I'm willing to give up runtime for lumens on this set up. The 1164 is plenty bright for my needs.

P-7388 - 20W 6V HALOGEN (FHE) average life 2000. Five other equivelent bulbs from other vendors and topbulb all list this style of bulb at 100 hours. Could the 2000 hours be a typo?
replacementlightbulbs.com list the phillips p-7388 as a 100 hour bulb not 2000 like the counter parts. I will keep researching it. You got me all excited.
edit:
Another site shows it at 100 hours life, I think we got a typo at 2000
